A Constitutional Amending Convention of the States under Article 5 should have been called 1979, however, Congress failed to act. Former US Comptroller David Walker explains the Constitutional violation of Congress in ignoring the states Article 5 Convention which called for fiscal responsibility. The Phoenix Correspondence Commission (PCC) which represents the States for the purpose of managing Article 5 applications and any amending convention is notifying Congress that the States are taking legal steps against Congress for failing to respond to the Article 5 applications of 1979.
